Dopo 24 ore l'annuncio di Brian Cage, tramite l'account Twitter dell'evento è stato rivelato un nuovo partecipante per l'Over Budget Battle Royale che si terrà nel pre-show di ALL IN: si tratta di Billy Gunn, ex superstar WWE e membro dei New Age Outlaws e D-Generation X, il quale attualmente lotta in varie indie statunitensi.
